lives in Falmouth, Maine with his wife, Anita. Allen is a Chartered Life underwriter and former general agent of the Maine office of National Life Insurance of Vermont, which he built and ran for 40 years in Portland. He is the 5th generation of Phillips’ born in Shirley, Maine, and maintains strong ties to the region. Allen is a property owner and long-time visitor to the region. He served on the Department of Conservation’s Public Advisory Group for the Little Moose Management Unit of Maine’s Public Reserved Lands System, approved in 1988, and is a member of the current advisory group for the plan update. Allen oversees a scholarship fund, administered through the Maine Community Foundation, for students from Shirley, and is author of Shirley: The People and Their Town.
